Lagos: Budget Delay Cripples Project Implementation

Lagos State government has acknowledged that delay in the assent of the 2010 budget slowed down implementation of some of its projects.
Commissioner for Budget and Economic Planning, Mr. Ben Akabueze, said this at an annual ministerial press briefing held to mark the third anniversary in office of the state Governor, Mr. Babatunde Fashola, SAN, in office.
He said about 10 per cent reduction from the 2010 appropriation legislation will not have significant impact on development and infrastructure projects currently being developed across all local councils of the stateThe Governor, Babatunde Raji Fashola, had last month, signed the budget after the state House of Assembly reduced the 2010 fiscal plan to N389.571 billion from the N429.596 billion he presented.Akabueze said the implication of the delay “may put the state government into a tight corner, where it will need to go an extra mile to adequately implement some of its projects."
According to him, the delay will definitely affect government policy, but it will not cause much havoc because government is concentrating on unfinished projects.Akabueze said the budget reduction would not undermine implementation of development and infrastructure projects, which the budget seeks to address in the 2010 fiscal year and expressed optimism that the budget would perform optimally, adding that the Assembly did not foreclose the option of supplementary budget if need be.
He said the budget “will also have a budget assistance input from the World Bank. This is a major contribution to the process of achieving the aims and objectives of the budget. We will continue to ensure better and more effective use of the public sector budgeting module of the oracle system."
He said the 1009 budget size of N405 billion recorded an over-all performance of 73 per cent, which is slightly higher than the 2008 budget, adding that the 2009 budget was re-ordered in favour of capital expenditure.
While expressing strong optimism in optimal performance in the 2010 budget legislation, Akabueze said the Fashola administration remained focused, pursuing innovative strategies in managing and promoting the state economy.
He said, “our emphasis was on investing in critical infrastructure, because there is a proven correlation between functioning infrastructure and economic development. Our task has been to tackle the infrastructure deficit that had accumulated prior to the transition to democratic rule in 1999.
“Consequently, we have adopted the Public-Private Partnership (PPP) initiative to further boost our abilities to achieve the development and rehabilitation of critical infrastructure. Our focus covers roads, drainages, Information and Communication Technology (ICT), education, power and public transportation."
